My understanding is that the first entry only specifies the interface with
1.1.1.1 assigned. The second option specifies any interface with a 1.1.1.x
address.
Therefore, with the second option if you had the following then they would
both be included within OSPF with the single network command.
Serial 0/0: 1.1.1.1 /25
Serial 0/1: 1.1.1.129/25

network 1.1.1.1 0.0.0.0 area 0
and
network 1.1.1.0 0.0.0.255 area 0
when putting an interface into ospf?
