For strict local queue, ip rtp priority (low udp) (high udp) (band)
For cos/tos or dscp across the network..
ip policy route-map to set prec or dscp, (cisco ip phones set cos/tos to 5
for rtp and 3 for control by default). Then use something like..
on ingress..
