Ted,

There is a need for another QOS book. Currently, Vegesna is the best for
top-level theory. For details, you should go to the Config Guide (QC
section of the Doc CD):

The Sybex book is past-due to be released; Sybex is usually good for
top-level theory:

Once you know which command to use, the Command Reference is helpful, but
written more like unix man pages:
