Windows PC to connect to a MAC address??

Saw the following comments from CCO:-

For this test, we configured the CCSpcC PC to connect to the MAC address of
the FEP using SAP 0xF0. In reality this traffic looks the same as NetBIOS,
at least from a SAP perspective. Therefore we can observe the corresponding
debugs in the DLSw+ router when this traffic arrives.

How do I get a Window PC to connect to a "MAC Address"??

Any ideas??
