AS-PATH Prepend -- to iBGP Neighbor

If we add a loopback and want to install that route in BGP with as-path
prepend, how do we make it appear with the long path to a neighbor in the
same AS?

I have no problem prepending when sending this route to an eBGP neighbor but
cannot get it to work for the iBGP neighbor. In fact, I cannot get prepend
incoming to work at the neighbor either.

If someone has made this work, please provide an example of the config. If
it can't be done, please let me know. (Can you hear my frustration?)
