Dialer map statements on the hub in this scenario are definitely not
necessary.

My understanding is that over-configurations do not result in lost marks
unless they negatively impact the operation of other features that are
required success criteria.

In other words, as long as it doesn't hurt anything it doesn't matter.

Having said that, you're not earning points when you're typing in
unneeded commands. If you really know the technologies you'll rarely
have to worry about over-configurations.

If it is stated that the hub is never to call the spoke, then I would
assume
that any additional statements required to dial the spoke would not be
needed, hence over config.
