The source code says for ppp callback permit:

"Accept a callback request. Callback is initiated if the remote end
requests a callback and the user is designated to callback, but continue if
client changes his mind and not send the dialstring."

translated it means:

"ppp callback permit" will negotiate the no callback option. "ppp callback
accept" doesn't. Negotiating this option will allow the call to go through
without the callback if the user cancels callback. So when a windows user
gets authenticated and receives that pop up that states to click OK or
Cancel for callback and they click Cancel, IOS will continue to accept the
call. If "ppp callback accept" is configured and the user hits Cancel, the
call will be dropped.
