CDP doesn't broadcast over IP.
IP directed-broadcast refers to a subnet-level broadcast, not the
255.255.255.255 address.
Are you running a routing protocol or something over this? If so,
either use the passive-interface, or exclude that routing protocol from
the interesting traffic to prevent the line from coming up.
Your routers' gotta be doing something over that line to cause it to
come up! :) Just look at the config and figure out what it is!
