I've often wondered the same thing ie. If something isn't explicitly
denied then is it implicitly allowed, but I'm hoping these questions are
something that the proctor could answer.

So is this means if I am running in to problems and default network can
solve my problem and not mentioned in lab to don't use it I can use it
and it will not be considered static route is this ok to do in lab.

I think they mean 'IP route' specifically. The IP default-net is a
command for setting a default network, it does not generate a static
route in the main IP routing table.
