From the doc CD, WRED uses this to calculate the average queue size

average = (old_average * (1-pow(2,-n)) + (current_queue_size * pow(2,-n)
So, if n is very high the value of the calculated tends towards the old
average.
If n is very low, the calculated average value tends to the current queue
size.
