traffic-share with EIGRP

I don't understand the following. This document specifies that to
ensure that only routes of minimum cost will be used, use:

                Router(config-router)# traffic-share min
                Router(config-router)# variance 1

But what doesn't make sense to me is, if variance is 1, then how could
two routes of different cost ever end up in the routing table anyway?
Wouldn't variance 1 render traffic-share min useless?
