As Rafa said, you need to use debug dialer packet or debug ip packet to
identify who is sending the broadcasts. If you are running RIPv1 on the
router, that is likely to be your culprit; just add passive-int bri0
under the RIP routing process to block it. You'll get the same problem
with RIPv2, but it would be multicasts. If you want RIP to run on that
link, you'll need snapshot routing.
Another good idea (especially if you're running OSPF over ISDN) is to
add "no peer neighbor-route" to eliminate the /32 host routes.
