It depends on what encryption level you are using ( des, 3des), and are you doing hardware or software encryption. A 2600 running 3des with no hardware module can do 512KB of traffic across a GRE at 80% cpu util | 768 at 100% util with 512 byte packets. A 7200 with VAM and NPE-400 can do 38Mbps of traffic with 3des encryption and MD5 hmac accross GRE tunnels. If you need more detailed info let me know!
