The eigrp neighbor command is used to set up static neighbors by sending
unicasts and ignoring multicasts, however, there is a warning in the link
below along with a bug report on this feature, though it can not be found
any more.

Subject: eigrp neighbor command

Hi All:

Under the router eigrp xxx there is a neighbor command. I can't find any
doc on this command.
I am assuming that it is used to define static neighbors.???
Can someone shed some light please.
