1. PQ is a congestion management technique. It is applied in the
outward (from the router standpoint) direction. (Congestion being
you have more to transmit than what you can do)
2. Congestion management "kicks in" when either:
-tx rings fill up (low level transmit buffers in the interface)
-local traffic is generated
-router is already doing management (i.e. it has some traffic
in its management queues)
Find a ttcp implementation for doing traffic. It is embedded on
enterprise images also. You will also learn about tcp embedded
slow-start bandwidth control.
And it is easier to congest a serial link (where you can take
clockrate down :-)
