Hello,

I think

router ospf 109
  ...
  distribute-list 11 out rip

access-list 11 permit 130.10.8.0 0.0.7.255
access-list 11 deny 0.0.0.0 255.255.255.255

means permit only route 130.10.8.0 255.255.248.0 coming from rip to be redistributed into ospf.

Pls. correct me if I'm wrong.
