Is this the 2 port FE I/O controller?
If so, maybe your running into bug id CSCds72867.
On a Cisco 7200 series router-I/O-2FE/E io-controller
or PA-2FE-TX or PA-2FE-FX port adapter, the interface
may stop receiving under extreme loads.
There is no workaround.
