Don't use ppp encapsulation.
Or if using ppp encapsulation, don't use the "dialer load-threshold" or
multilink load-threshhold" commands. Even if ppp multilink is enabled, the
second line will never come up if you don't specify a load threshold at
which to bring it up.
On the other hand, if you specify a load threshold but do not enable ppp
multilink, the second line will still come up. It will show up in the "show
dialer" ouput as "dial reason: line overloaded" (or something like that,
not in front of my routers).
