Hi Eric,
I think u are getting confused..Let me just brief u..
1. At the hub site which is a multilink interface do not put the ip ospf priority command , instead put the neighbor command with the priority 0 keyword. You cna check the same by show ip ospf neighbors which will show the state as : attempt/DROTHER, this means that the hub as considered itself as the DR.
2. If the spoke site is also point to multipoint let the defaul configuration be as it is, do not comfigure the ip ospf network & also do not configure the ip ospf priority on the interface.
This will force the Hub site as the DR which will solve the problem of timers, DR & also the Route exchange .
I hope this might help u better understand the issue, i recommend u to test the same in the lab..This definately works well!!!!!!!!!!!!!!!!!!.
