Are they both connected via ethernet? Try doing a DHCP scope on the TFTP
router and define option 150 as 10.82.34.1. This is the same option that IP
Phones use to locate the TFTP server. That should hand out an IP to other
router when it boots up and tell it to use 10.82.34.1 for TFTP. If you
already have a DHCP server on the net, just add option 150 to it.

I use a router as tftp server with two pieces of command:
tftp-server flash:filename
tftp-server nvram:startup-config alias cisconet.cfg
And the other router is configured with
'boot system tftp://10.82.34.1/filename' and 'service config' but when the
latter reboot,it cannot get the remote IOS image, nor the configuration,with
the error info: tftp://255.255.255.255-cisconet.cfg(timeout).
But i can get the 10.82.34.1 when do 'ping 255.255.255.255' Why?
