With an OSPF demand circuit the line is brought up when a topology change
occurs. A stub area is recommended as changes in other areas do not get sent
into the stub area and therefore less changes occur. However if you have a
stable network there will not be any topology changes and therefore the link
will not be brought up.
Dialer-watch should only come up if the routes it is watching are removed
from the routing table. So again if you have a stable network the line
should not come up. If the routes you are watching are removed then you want
the link to come up as this is your backup link. Just make sure you only
watch relevant routes.

a "best practice" for keeping the ISDN line from flapping. I've read and
heard that you are able to do this by making the area a stub; however, what
do you do when making the area a stub is not an option?
