Configure B as the DR. Use neighbor statements on B pointing to A and to C.
Make sure A and C had low ospf priority so they dont become DR upon reboot.

I have question on OSPF on FR NBMA.
There are 3 nodes--- A B and C. They build a Hub-Spoke structure. B is HUB.
Now I config to make C as DR and using the command "neighbor" to let B and
A as the neighbors of C.
On A B and C, I have made static maps to make them be able to ping each
others successfully.
But the result is C and A couldn't build neighbor with each other.
I don't understand the command "neighbor" very much.C should use the
unicast to send the hello
packet to A. If C should ping A successfully, then the hello packet from C
should be able to get A.
From the result, I think if two nodes want to build neighbors with each
other in NBMA, they should
have dirctly PVC between them.But I don't know why exactly.
Does someone please help?
