Thanks everyone for the suggestions. I ended up re-seating the flash memory
and it came right up. The funny thing is that the config-register was
always set to 0x2102. I guess it just needed some love. :)

I did write erase and after the boot was getting the same thing on 2 2500
routers. Actually, I was getting > only. I typed > i ( to initilize) and
it stuck in the same message as yours.
I tried to type boot and it changed the prompt to hostname(boot)>
I then type show version and it indicated conf reg 0x0. A quick search on
CCO indicated that this register is set for manual boot. I did not do it.
I realized that I had to somehow reset the conf reg 0x0 to 0x2102. The
article shows how to set to 0x0. I just used the same command to reverse it
and it worked.
I rebooted the router and
at > I type o/r 0x2102 (this reset config register from 0x0 to 0x2102) and
enter
at > i (to re-initialize).

I hope this helps. I cannot tell you what could a problem in your case.
