csim start explanation

I've seen 'csim start' mentioned here several times. I guess I just don't
know how to use it. I have a voip scenario setup, and all phones can
successfully dial each other, plar and num-exp work, etc, etc. Now when I
use 'csim start 1234' the correct phone rings, but I get the following
output, which I don't know how to interpret. Any help is greatly
appreciated.

r13#csim start 1234
csim: loop = 1, failed = 1
csim: call attempted = 1, setup failed = 1, tone failed = 0
