class based shaping is using a policy map, you define class <can match ip
address, precedence etc), you then define policy map that make use class
you defined earlier, allocate each class bandwidth. you then apply the
policy map at the interface that you want to do traffic shapping.
frts is for frame-relay interface. similar concept.
