Dan,

Yes, you could run into this situation when you are configuring route-reflectors.
If you don't want to hardcode OSPF router-id's for fear of breaking your OSPF virtual links for example, then go for confederations. Confeds do not suffer from this problem.
I have "labbed" this one out.
If anyone wants my BGP Sync notes on this, please email me and I will forward them to you.
