        The state "uninitialized" usually indicates the bug CSCdp20320.

A Cisco router that is running Cisco IOS Release 12.0 T with conditional

advertisement does not advertise the prefixes specified in
advertise-map. There is no workaround.
 
 
Try changing IOS trains.
