Angel,
In order to do SS7, you either need a 2611/2621 with the ipss7 image and
terminate the ss7 links on it or you can also use the 5350/5400 that has
integrated slt function.
You are correct, you would need the SC2200 to act as the call agent.
4500 is not a supported trunking gateway for the SS7 solution...only
5300,5350,5400,5800,5850
So in summary..
SS7 links are terminated on SLT (2611 or integrated NAS/SLT).
Bearer circuits are terminated on trunking gateway (one of the ones
mentioned above)
SC2200 provides translation from ss7/ip from the slt to either MGCP(if you
use the SC2200 in a switched mode) or proprietary q931/rudp/ip if used in
the nailed solution.
Difference between switched and nailed is that switched allows you to build
a dial-plan to route calls. Nailed solution lets you terminated SS7 traffic
from telco if you are an ISP.
Nailed solution also works both directions for h323 voip calls except the
dial-plan is kept in the gatekeeper/gateway.
