All your non backbone areas could be called Area 1 if you like. However,
this would force you to use 1 ABR per non backbone area to maintain the
separation of the areas which may not be ideal. Non backbone area id's
really only have link local relevance as they disambiguate LSUs and enable
appropriate adjacency formation.
