what is the target ? from 15 seconds to 280 seconds or just random change ?
If it's this 15sec to 180 sec, the you can change the speed of the link. For bandwith below T1,
EIGRP will consider it as slow and use 60 sec hello and 180 sec hold, for link above T1, it will use
280.
As for random, I'm not sure if changing the hello timer in EIGRP will change the hold-timer, I
suppose you can check on that one on a router, it does for OSPF, not sure for EIGRP.

Over EIGRP you have to adjust the hold-timer manually, over OSPF that
parameter is adjusted automatically from hello-interval (3x). OSPF check
both values to form adjacencies, EIGRP doesn't. Therefore some flapping
could appears between neighborings protocol due no syncronization
between them.
