ntp access-group command: serve versus serve-only

Hey all - I think I am missing something basic here.

I have a question regarding ntp access-group and these two options:

serve-only ---> Allows only time requests.

serve---> Allows time requests and NTP control queries, but does
              not allow the system to synchronize to the remote system.

Could someone give me a scenario why I would want to use one option
versus the other?
