Byung Hark,
Were any of these two routers (r1 or r4) reloaded or was any of their OSPF process cleared ever since you discovered the problem?
When I saw problem like this before, we had OSPF database corruption so we had to restart the OSPF process. Sometimes mismatch area and other things can trigger the corrupted database situation. Debug will give you more information on why it's stuck also. (debug ip ospf adj, debug ip ospf events, and etc.)
Here is a cisco's link to the STUCK IN EXCHANGE/EXSTART situation. Hope you can find what is causing the problem.

For the R3's router being different vendor, I don't think it is causing the problem but if you can afford to put R3 off line for testing, that would be good test to get rid of your concern for possible interoperability issue.
Hope it helps.
Edward
P.S: I can speak both Korean/English also, so if you want to talk about it, I can call you and we can discuss. Let me know.

Subject: ospf problem??
hi, there
i got a problem on ospf load balance situation.
r1,r2, r3, r4 are placed as below:
r1 r3
r2 r4
r1 and r4 , r1 and r2, r3 and r4, and r3 and r2 are connected with Giga ports.
And each of r2 and r4 has another serial port that are connected to frame relay clouds.
We are trying to use ospf for IP protocol, and I think there are problems in DR, BDR elections.
All the Giga links are in full state except the link between r1 and r4 which is in exchage state.
Could you tell me how to solve this problem?
P.S
Could it be problem if r1 is a Cisco product (7500) and r3 is a Nortel product (BayStack)?
Will it be different if r1 and r3 were both Cisco?
Thanks
Byung Hark, Han
