Just take the number 700, convert it to binary, pad it with zeros and
break it down into 8 bit sections seperated by a dot:

700 = 1010111100

Pad it with zeros until it is 8, 16, 24 or 32 bits long:

Now 700 = 0000001010111100

Next, break it up into 8 bit sections:
00000010 10111100

Convert each one back to decimal, throw a dot in between and pad with
zeros again:
2 188, or 0.0.2.188
