Yes. Use two dial-peer statements with the same destination pattern and
different session targets. Use the 'preference' command to specify the
order of selection. Lower preference has priority. Preference 0 is the
default.
Here is an example:
Dial-peer voice 1 voip
Destination-pattern 1111
preference 0
session target ipv4:10.10.10.10
Dial-peer voice 2 voip
destination-pattern 1111
preference 1
session target ipv4:20.20.20.20
