I tackled this over the weekend with confed's and communities.

The no-export community is kept within the true AS, regardless of
communities. So basically if you set the no-export community and put it into
an AS and that AS has 10 confeds in it, that prefix will be advertised
throughout all 10 confederations.

The Local-as confederation is much like how we'd think about no-export. The
local-as is kept within the confederation and is not passed to it's peers.

The no-advertise is kept just to that router receiving itself and isn't
passed to anyone.

no-export is advertised throughout the neighboring AS, but not to the other
AS through the neighboring AS.
no-advertise is advertied to the ibgp peer,but not to the ebgp peer.

My question is the confederation which comprises many member AS, so
1 If I use the no-export community, the routes advertised from AS1 will be
through the AS2 and not to AS3? It means that the if the relationship
between the member AS will be treated as IBGP?
2 the same question with the no-advertise?
