You need to stop inarp for the protocol's that the PVC's are mapped to, use
:-
no arp frame-relay
no frame-relay inverse
This stops inarp requesting or replying to queries, you can then statically
map the protocol to the DLCI (L2) address using a frame relay map statement,
i.e
frame-relay map ip 172.23.101.200 201 broadcast
Once this is done dependant on IOS you can either clear inarp or reload your
box you should then only see the PVC's you have statically mapped to.

understanding that the frame relay switch will send pvc's to the router, and
there is no way to clear them. They will just be inactive.
