i configured neighbor statements on both B and C for each other to make it
full mesh and it worked. i also backed that off and made D a route reflector
and that also worked. like i said before, i knew it was a sync problem but
it didnt appear to be one at first.

Did you configure full ibgp mesh in as 200? Keep in mind that
routes/attributes learned from ibgp neighbor will not be passed to
other neighbors. That's idea behind ibgp full mesh.
