I had this today, The hardware -address didn't work. I had to use the
client-identifier command.

As near as I can tell, you have the same basic commands for two

pools, except you added the manual binding in the second pool. Why not

it to the first pool, and take out the second pool?
I would assume that it is taking the first pool and giving it an ip
address
disregarding the binding. The reason to make another pool with a
binding is
if it is a subset of the first pool, therefore allowing the attributes
to be
inherited. Try making one big pool of commands from these two separate
ones.
