Never mind. It looks like bgp cluster-id 1 needs to be configured before any route-reflector-clients. It works now.

I don't understand. Isn't this command supposed to be entered on the route-reflectors? This is my show run:

neighbor 172.16.0.1 remote-as 1
neighbor 193.16.0.2 remote-as 1
neighbor 193.16.0.2 route-reflector-client
