2500 routers run from flash so they are always Read Only while running
the IOS. If you have 10.3.x bootroms or later you have whats called the
boot load helper, just go thru the IOS upgrade procedure and the router
will automatically drop itself into router(boot) mode and in this state
you can write to flash. If not change the config-reg to 101 and reload,
this will also force the router into boot mode.
This is also well documented on CCO incase my memory is not percise!!
