I do believe that the clock rate is really only how quick you can put the
bits on the wire. The bandwidth/delay/cost with regards to ospf/eigrp is the
determining factor.

Does clock rate have anything to do with cost of OSPF or frame-relay traffic
shaping? Or is this only affected by bandwidth command?
