SolarWinds TFTP server has a security feature, maybe that's the problem.

Assuming your's looks the same as mine (downloaded 5-6 months ago), click on
File, then Configure, then Security and make sure the permissions allow what
you're trying to do, or just set it to send and receive. It also has an
advanced security feature that lets you configure ip addresses and ranges to
allow, maybe that's the problem...

I'm using SolarWinds.NET tftp server. I think the
network connection is ok because I can ping each other
now. And I restarted the tftp server several times
too.
