I would define a static route as any route defined with the following syntax
in the routers configuration:
ip route [network] [mask] [next hop ip or interface]
The ip default nework really isn't a static route, and neither is policy
routing.

be considered a static route. How about policy routing. Some people consider
this a static route too.
