I was improperly labeling tc for the number of intervals.

  So it is saying that the T1 may be used for 100ms in a burst (i.e. 1 interval), but the excess burst size during that interval is be or 6400 b. I don't think they mean to imply it bursts all the way to T1 speed; on the contrary, it explicity states that the example "restricts the amount of load the system can induce on the outbound network interface." That is the purpose of be, right?
