I think you are misinterpreting this example.
tc=bc/cir (not the other way 'round)
tc= 6400 b / (64000b/s) = 0.1 s = 100ms

So it is saying that the T1 may be used for 100ms in a burst (i.e. 1
interval), but the excess burst size during that interval is be or 6400 b. I
don't think they mean to imply it bursts all the way to T1 speed; on the
contrary, it explicity states that the example "restricts the amount of load
the system can induce on the outbound network interface." That is the
purpose of be, right?

Ok, so now with the tc = 10 this makes a little more sense. 6400 bits * 10
intervals is 64k, but how do they come up with it can burst to T-1 for 100
ms?

If I have 6400 * 10 intervals and I can burst an extra 6400 in the first
interval that does not = T-1 speed.
