qos - token bucket algorithm & traffic shapping buffer..

having made prints from the cisco web..i am still not sure if there is one
algorithm that can help you decide cir, bc, be and tc values.. and the
buffer size if shapping is in place.

when policing is in place, should it drop all bursts that exceed the token
bucket size.. is there any alternatives for us to identify the burst type
and do a nested policy??
