The behavior you see in normal. Your left router knows that your right router has a better route to the external network, so it is not sending its low-preference route. I think you will find that if you shut your external connection on the right (high local-pref) router, then the path through the left router will show up.

It is very good you noticed this: you would not want to spend 30 minutes "trouble shooting" this in the lab.
