Nope, it needs to be consistent with what is configured on the switch.
(remember full NSAP should be 40hex digits long, ESI should be 12 hex
digits, 'NSAP prefix' is 26 hex digits)

Configure the 0/16 ILMI PVC (this is a "PVC") to get the prefix delivered
from the switch. Then you just need to configure esi-address.
In context to real world & the LAB, you will be provided with either
esi-address (in which case use ILMI PVC) to get the prefix. Or you will be
supplied full NSAP address.
