Thank you all for the replies. I ended up using a combination of your
suggestions. First, I set the config register to 0x2101 and rebooted the
2502. I was then able to erase the flash without rebooting. Next, I
connected to the 2501 via a DCE-DTE cable, rather than the frame-switch like
I had it before. I then TFTP'd the image directly from the 2501 (I didn't
no the router could be a TFTP server, how cool!). I reset the config-reg to
0x2102 and away we go!

And a MAU would be required. Physically moving the flash should work as
well. I've done that for 4500/4700s before due to bad bootflash.
