This is incorrect, as the peer at 129.9.2.2 will be prefered over the peer
at 129.9.1.1 also both dialer peers have the same number, they need to be
different.

Preference is as follows :-

The smaller the number the greater the preference. See the link below.

dial-peer voice 3 voip
destination pattern 900
session target ipv4:129.9.1.1
preference 1
dial-peer voice 3 voip
destination pattern 900
session target ipv4:129.9.2.2
preference 0
You can configure the above without a route to the 129.9.1.1 and 129.9.2.2
networks but it won't work.

you need to have ip connectivity to the remote router to make and receive
calls.
